I, too have been caught out with the 'keep settings over reset function'.
Head over to /etc/sysconfig/ and edit the hdparm file in there, once you've
tested (/sbin/hdparm -tT) all the parameters you want to set.
Alternatively, you can add a section in /etc/rc.local with "hdparm -q (so
as not to see the messages on boot) -d0 -<otherparm>
I think the former is the 'correct' way - the latter is slightly more
old-fashioned
