Having an MTA present and running is probably not necessary, but it is 
helpful, and gives the user more out-of-the-box functions.  Since it's 
not configured to accept mail from external sources by default, it's not 
really a problem, but I turn mine off.

It is, and it's what I use, but qmail's distribution terms cause some
vendors to twitch uncontrollably.  Its author strives for cross-platform
consistency, whereas vendors like Red Hat strive for cross-package
consistency.  Unfortunately, those goals are incompatible.

Postfix, however, "plays better" with vendor schemes, and is probably a 
more likely candidate for that reason.
