Oops, just found this:
http://www.tldp.org/HOWTO/mini/PCTel-MicroModem-Config/ot.html

At the bottom of the page:
7.10. Possible conflict with sound modules

Recently, there were some posts in the [EMAIL PROTECTED] list that the
PCTel modules worked only after the sound modules were unloaded with the
bash$ rmmod command. If you do not get a response from your modem even
after the pctel.o and ptserial.o modules have been loaded, then you can
try unloading the sound modules, and then reloading the PCTel modules.
However, this problem does not occur if you are using the commercial
($$$) drivers from www.opensound.com .

Not an answer, exactly, but a pointer to further research.
