I'm editing the rules through webmin and the file time/date does appear to be getting updated. Also, I think it's working because I can remove the "homail.com REJECT" and I receive mail again from hotmail.com.
For good measure I did do the command as you stated below, but I get the same thing. When I have the following rules and try to send a message from my hotmail account ([EMAIL PROTECTED]) I get the following error in the mail log.
