For me (RH 5.0 with a lot of errata updates), the scripts are if-up ppp0
and if-down ppp0; I am not at my machine right now, but the names are
either if-up or if_up. They reside in /usr/bin or /usr/sbin and I had to
add that to my path.
I was surprised that they worked. I was looking for a way to conect
without having to be root; ezppp was good for that, but it had an annoying
window with no handles and someone's suggestion on how to fix that either
didn't work for me or I didn't do it right. So I sat down with a how-to on
connecting and just tried if-up ppp0 to see what would happen.
The point is, the scripts worked on first try *after* I had already
successfully configured and connected with netcfg and ezppp, so I suspect
the critical part was done by one or both of those apps. All the
connecting apps use the scripts in /etc/sysconfig/network-scripts.
