One possible way is to create a group of users (say pppusers), and put
all the people who are allowed PPP access into this group. Then issue
the following commands while logged in as root:
chown root.pppusers /usr/sbin/pppd
chmod 4750 /usr/sbin/pppd
The first makes pppd owned by root and the group pppusers.
The second makes pppd executable only by users in the pppusers group and
sets its effective uid to root (so it will run properly).

Red Hat stores a lot of configuration information in a subtree under
/etc/sysconfig. You'll find your network configuration in here
(/etc/sysconfig/network, perhaps).
