You only need setserial for 2 things:

1.  To set the port speed (mainly applies to dialins, not dialouts).
2.  To support non standard hardware (i.e. oddball I/O addresses, IRQs
or a mutiport card).

A standard "out of the box" pc being used as a workstation shouldn't
need to run setserial.

netcfg should do the rest. :-)
