ifconfig will only show as it being active if the connection was made and is
successful. and is currently connected. Go into your /etc/ppp/options file
and add the lines debug & kdebug 7, then tail -f the /var/log/messages file
to see what is happening when pppd tries to connect to your isp.
It's why I just love external modem, you can tell at a glance if you are
connected.
