Robert,
Look in your ~/.WMrc file (fvwm is .fvwmrc)

Try:

Style "Failures"        StartsOnDesk 2
Style "Authreq"         StartsOnDesk 3

(use whatever desktop you prefer)
etc...
Restart fvwm (or whatever WM you are using)

Oughta Work. (Does Here)

fvwm uses the "-T whatever" as the *tag* as to where to place the
application. 
If you are using a different WM, sorry.
