70 pounds of LR in a 55 would be about right. Depending on the density of
the rock, and how full the tank is when you are done. You may still need to
add another 10-15 pounds. If you have the 70 gallon at your disposal, and
can set it up, do it. The larger tank is the way to go. As for the bottom,
it is really up to you. Many ppl use deep sand beds with success, many
don't. Personally, I don't. If you decide you do not want a deep sand bed,
and by deep I mean 2-6 inches, then go with somewhere around half to 1 inch
of substrate.  Also, put the rock in first before you add sand. It will help
keep the rockwork stable (if the sand moves, so do the rocks and thus you
can have your reef tumble over) and helps keep detritus from compacting
under the rock.  Consider starting with a shallow bed, and then after doing
some research, if you want, you can move  to a deeper sand bed later (it
will save you some $$ to start with as well).
