Nothing. I have a colony the grows like a weed, 5mm per week. It
started
out as a frag about 40-50mm long. Now it is a colony that is 350mm
across
and 300mm tall. Somewhere around 2 years old now I think, or
something
like that. Most of the branches have reached the water surface in
my tank.
The water is a bit wavy, so the tips can actually grow about the
water
surface. But then they die off, and the coral starts to grow
outwards, bit
like a mushroom type of shape. I have another colony of the same
species
that was only 10cm from the water surface. If you pulled it out of
the
tank and turned it upside down and placed it on a table it would sit
flat.

Just give it some more time. Not every coral is the same. If you
find you
can't give it full intensity, then simply don't and find a spot
where it is
happy. Don't aim for "rules" that people tell you, aim for what
keeps the
coral happy.
