First off, let's say that is your opinion.  That's fine, but I disagree. There have been studies that show there is very little free floating plankton and microfauna in the water column especially with skimmers and all the pumps and powerheads running.  Also, O3 kills just as well as UV, and is very harmful to your lungs if not properly filtered out before it is released into the air.  I know lots of people who use UV on their reef successfully!  I also know people who use O3 successfully on a reef.  FWIW

NOT TRUE, you absolutely can over-sterilize a REEF tank....
A UV is fine for a FO tank, but it really has no permanent place on a reef
tank.
Instead consider Ozone, it has more benefits, and the more you use it, the
less you need it.
An ultraV sterilizer (especially anything over 8 watts) has way too much kill
power on such a small tank. You'll just wipe out any potential plankton and
microfauna.
