IME the use of cupper as a preventive medication is not that good, I have use it a long time ago and it did'nt work, the level of cupper than you need is 0.3 and it is too close to toxic levels, the good thing to do is to try to keep your water condition the best you can, mostly your PH ( 8.2-8.4) and your nitrates (<25 mg/l) when I did that never had a problem, a skimmer and a UV are good things to have too.
 
I'd also recomend a digital PH meter, and to measure it every day.

I've seen studies where long term copper has been used in a FO system with no apparent ill effects. It still doesn't feel right to me, however. Would you take antibotics all the time so you didn't get sick ? Does the constant copper cause certain organism to become copper immune ?

I want to start a fish only aquarium and wanted to start dosing copper right from the start to prevent any problems down the road.  Will a level of .15 have any longe term effect on the fish? and is this a good idea?  thank you in advance Joseph
