David, 

Phosguard will only take care of the hair algae if phosphates are what is
causing it. As mentioned, water source, foods nitrates, protien skimming (or
lack there of) etc can all be the cause. Overall water parameters must be
good or you will always be battling the stuff. Also as mentioned, snails,
tangs and especailly lawn mower blennies will help you keep it under control
as you figure out what it is that is causing it to grow.
