I agree with the light ideas, my caulerpa was growing slow so I tripled the watts & it really took off. I run the lights on a timer, on 16 off 8.

Try adding more light. I would say you have the nutrients in the tank based
on your cyno problems, but not enough light. You should be getting decent
growth from your caluerpa. You may also consider giving a period of darkness
to your refugium, just to see if that helps.
