What kind of web programmer are you? Firecat Studio is a design agency, and we like to use local talent to collaborate on projects. If you're available for assignments, please send your resume/website, sample URLs, a list of services you can provide, and hourly rate or other pricing info. We also like to help the San Antonio tech community gather and network. We host coworking sessions in our studio (east of downtown) once a month on First Fridays. There are other coworking sessions at La Taza (281 & Brookhollow) on Tuesdays, and Casa Chiapas (S. Alamo) on Thursdays. I'm betting that through coworking you could meet someone who wants to share with you in that (amazingly inexpensive!) space you've found.
