Hi Dave, You might consider putting something like this under the File menu since you expect it to be used so rarely. (File> New Budget) ...but depending on the user tasks it might make more sense to have a welcome or portal page where the user launches all the main tasks.
Looks like you've got several options based on the screen shot, but it's difficult to advise without a little more context (task flow, other screens, any existing standards within your app). If you like, I'd be happy to discuss it over a cup of coffee sometime and advise.
