They should all be available via cygwin, if nothing else.

Also, a lot of "plug-ins" are just style files and run anywhere your
LaTeX distribution runs.  ;)

I don't have any specific recommendations, just throwing that out
there for you so you don't worry about platform compatibility any more
than absolutely necessary.
