Is there anything that would prevent Apache, MySQL or PHP from running on Windows? Once you have those 3 pieces I would think any of the CMS applications you are thinking of could run from a Windows server as well.

IMHO Linux provides quite a few benefits over Windows but if your CMS app only needs Apache, MySQL and PHP you should be able to get it up & running on multiple operating systems.
