You can certainly run 'em all in a WAMP stack; for example you can runWordPress 
on a Windows Server. The deal-breaker has traditionally been the lack of URL 
rewrite capabilities in the Windows environment limiting your choice of URLs to 
those that use traditional parameters (?p=someId).

If mod_rewrite or human-friendly URLs aren't required, I agree that Windows 
could run any of the popular CMS out there.
