This topic comes up frequently just about everywhere I turn. In short, I don't have a recommendation for a place. I build custom one-off themes tailored for a specific need. I'm not cheap, but I'd be glad to see if I can help your friend.
Really, buying a WordPress theme is just like buying a physical product. Know as much as you can about what you're buying & who you're buying it from. As far as a blanket question like "where to get themes that are a) decent & b) not too expensive, it depends on what type of theme is needed. magazine style? corporate? portfolio? built-in e-commerce? admin interface? I would do my research on the WordPress forums ( http://wordpress.org/support/forum/5) and the Commercial Themes directory ( http://wordpress.org/extend/themes/commercial/). If you find a theme builder that looks good, contact them & start a conversation about their work. I've CC'd this to the WordPress Austin list for the folks there. Cheers!
