Count me as another proponent of Thesis. Having recently launched my most recent redesign with it, I've come to the conclusion that all of my sites will use it going forward (I need to upgrade to the developer's license). It is both easy to roll out and exceedingly configurable.
All that said, I'm curious as to what type of theme your friend needs. What qualities make up "decent"? Does it need to be very colorful out of the box? Is your friend open to customizing via a dashboard UI? What about digging into CSS and HTML? Is it for a business site or a personal site? Does your friend want to change it often or is this a "set it and forget it" situation?
