Oracle SQL Developer is free. You'll need a JDBC driver as well in order to access MS SQL server.

Since it sounds like you have limited access to their network, though you may be able to ping the SQL server, if they are following best practices it is unlikely you'll be able to connect to the SQL server from outside their network. If this site is being hosted via a 3rd party, typically you would RDP onto the SQL server and use the MS SQL management tools.
