I'm also using TW and I agree it depends on your neighborhood. I just moved
and my previous neighborhoods were both really residential areas. I'm now
close to a bunch of businesses and my speed is MUCH less than it was. I was
getting 20+ mbps but now get around 5 mbsp during the day and higher speeds
at night.  When I did get less than 2 mbps TW came out and did some
repairs, weather changes seems to be the baine of TW speeds.
