Now that that's out of my system, I'd recommend Hostgator as a good starting-out host. You could also be pleased with Bluehost & Dreamhost, as well. Compare their plans & the price -to- features. I use both Hostgator & Bluehost for several sites. If you need rock-solid WordPress hosting, you can't go wrong with Austin's WPEngine. They're low-end plan is more than sufficient for most WordPress-based sites. How cheap is "cheap", I guess is the question. Cheers!
