Have to agree, and add a "you get what you pay for." :) That said, I use $5/mo as a baseline price for cheap webhosting. I've found that the corner-cutting increases exponentially when you go sub $5.
Dreamhost has gone rapidly downhill over the past 6 months or so. I've used Bluehost before and they at least offer complimentary phone support, but it's still shared hosting. A coworker of mine RAVES about Webfaction: http://www.webfaction.com. They seem to be a bit more flexible than your typical shared hosting setup, but I don't have any firsthand experience with them. Whatever you do, if you sign up for a shared hosting account, I'd recommend only hosting ONE website with it regardless of the number of "domains" they offer.
