The new beta of Axure (6.5) gets pretty close:

 • It's not that simple, but after a initial ramp-up, basic clickable demos
are easy to make. There are pretty good widget libraries for iPhone and
Android which speeds things up. The upside is that you will also get swipe
gestures if you want them, scrollable lists, fixed position headers or
footers, and some other neat stuff you won't find elsewhere.
 • Output is html/css only so will work on both platforms, but:
 • Browser required for viewing. I don't know if it's possible to offload
the files onto a SDD card and view locally for Android. Looks like some
people are trying Dropbox and Goodreader with varying success for offline
viewing
 • App chrome can be hidden, but you have to "Add to Home Page" first. (

 • Updating would be done by overwriting the files - I don't know if the
"add to Home page" step above will work without an additional step or not

 • PC/Mac versions available
