Which IETF namespaces? And what are the reasons for is the should allow to be 
violated?

Also, is there a reason why this registry doesn't just define columns for the 
XML namespace, schema identifiers, and the XML schemas? That seems like it 
would help with interoperability and sidestep any issues regarding RFC 3688 for 
those things that cannot be registered in that registry.
