No, I'm quite stubbornly opposed to the idea of having each piece of software
containing such configuration option (I mean: when I start kmail, I dont
expect to find a menu to force an interface language that is not the one of
my desktop environment), I think it would just pave the way to inappropriate
settings inflation. :)

Yes, that would be mandatory. We consider this to be important while being
not very problematic.
We would not check whether you use GNU/Linux everywhere but we would count on
you to do whenever you think of it (more specifically: on obvious web pages).
