about V3, so I will stick for now to V2 only.
Description:

The goal of this project is to write a tool to rescue application
translators.
It will be an easy to use app that will allow to recover most of a binary
(already translated) file into a translation source file.
This is useful when a translator have lost for any reason its translation
file, but have already compiled it (or at least a partial version) for
testing.
In the first time, the tool will only handle qt applications, since the first
quick hack written was for this purpose. It could be extended later to support
other kind of translations if this could be of any interest (I currently don't
know how other translations work).
A tool was provided with qt for older versions but it can't work with recent
translation files.
The first quick hack (available at
http://chrisch.free.fr/Perroquet_draft.tar.bz2 ) is a very basic text-mode
only and french speaking app.
The goal is to have a generic tool, with at least two interfaces (text mode,
runnable in batch if necessary, and a qt gui, so that everybody could use it
easily), and internationalized.
There should'nt be legal issues since no complex algorithms or proprietary
api are used for that.
The current version works by : parsing an XML file, translating sentences
through Qt translation api, and write it back to another file...
Other Software Required:

Qt 3.5 Open Source edition is the only prerequisite right now.
It may evolve later to Qt 4.0 (GPL) to allow it to run on non-free OS.
Maybe some other dependencies could be added later for other kinds of
translations.
Of course, a C++ toolchain is also required.
