Since we're using embedded Tomcat in all our other products, why don't we just ship that with our regular WAR for the "registry server" scenario. We can't be supporting two embedded execution environments unless there's some really compelling reason.

If you really want to strip the UI out of the war we can build two wars but I don't really get the need for it .. that's SO little code and it can easily be turned off by removing the /web context.
