Delete buttons shouldn't show up if permission isn't allowed

In the people section of the UI, I am seeing "delete" buttons for all the users
and roles even when I'm not signed in. They don't work (which is good :)), but
they shouldn't even be visible if I don't have permission to delete things.
The delete buttons for the system user (and probably the anonymous user and
admin too) should NEVER show up, right?
