tags and comment boxes are displaying in versions pages.

How to reproduce:
1. login as admin.
2. go to versions page.(you will notice tags and comment boxes are displaying).
3. now add a tag (Cannot tag on a non-existing resource" message will get
appeared).
4. now add a comment ( comment will not added)
It is better to remove comment and tag boxes if those are not required in
versions page.
