Imported resource lacks correct media type when "downloaded"

If you import a web resource like "http://www.cnn.com";, the registry will
happily pull the content in, and as of yesterday *should* be assigning the
Resource the correct media type (text/html, discovered from the remote
resource). Problem - when you click "download" or directly access the
/resources/* URL, you get something that's of type "application/download",
which is not correct.
