The difference though is that HPL encouraged people to write Cthulhu mythos stories---he did that quite often with REH, CAS and Derleth. REH didn't encourage DeCamp, Carter or ANderson to write Conan pastiches. ANd as far as you bringing up the quality of the Kull stories, take a look at which ones were published in REH's lifetime---I would argue they are some of REH's better stories.
