Muscle memory cares about where the widgets are located not whether they are implemented as "strange bar" or as panel. I simply won't use a browser that locates the tool bar below the tabs. It's not blackmailing. I am very aware that I am not the center of the universe. You asked for our opinions and it's a plain fact that tabs on top are a dealbreaker for me.
