If memory serves, the agreement for pre-release tarballs is that
distributions may package and test them internally, but they're not to make
them available to general users.
I would assume they are available to general users, if they are visible to
repology.
This also isn't limited to Frameworks, I ususally also see new KDE Gear
releases in repology before the actual release date (and I think a few
times even a <version>+a for respins).
