So my question is: If the tarballs are available tomorrow, would Debian be allowed to upload Gear 22.12.3 tomorrow (evening) a day before the official release ?
If yes, great. If not, we will of course respect that decision as well.

The tarballs are available to packagers now. My personal opionion is that we can be pragamtic here and there's no problem with publishing your Gear packages a day early for once.
