Michel McConnell has drawn my attention to Michel
Troper's "French Secularism, or Laicite," 21 Cardoza Law Review 1267-1284
(February 2000).
The article is valuable for a number of reasons,
not the least of which is that it precedes the Stasi Report by three years and
(it seems to me upon brief review) quite consistent with the Stasi
Report.
