Have you thought about the *lossy tee*?  There are several ways to 
make them.  I've made mine by taking a UHF or N 90 degree elbow and 
drilling a large enough hole into it to roughly accept a BNC chassis 
mount connector with the center conductor cut off short, so it won't 
touch the inner conductor of the ell.  Solder it to the ell, again 
make sure the center pin of the BNC is not touching anything.  Check 
with an ohmmeter.  I use mine often for injecting test signals, 
sampling transmitter outputs to feed test equipment, etc.  

If you need a known or specific value of sample loss, well, this 
cheep version probably isn't for you.  The price is right though!
