Thank you for all the suggestions. I will disassemble a tee and isolate one port. Since I don't need absolute values, the actual attenuation on the sampling port is really irrelevant. The purpose is to connect a spectrum analyzer and/or receiver to tune duplexers and see how clean/unclean the transmitter is. In either case, my measurements are relative to a signal on the same coax, so this should work just fine.
