I know this sounds tacky (pun intended) but in my tool box is a tool made to do the job.  It is six three oz oval sinkers strung together with dental floss tied to the end hole of a quarter inch socket drive bar.  Naturally the bar has to be tangent to the earth for the right torque.  As I remember this was a little over 5 inch pounds.   You can work the numbers for what you want.  Torque tools are expensive!
