Bob, I don't know how each manufacturer actually implements the reverse burst decoding, but your options certainly sound reasonable. When you have a PLL locked up to a tone, it's easy to detect a phase shift, while it may be more difficult to count zero crossings and detect the phase shift. I just can't say for certain.
One thing is for sure: The less expensive a CTCSS encoder or decoder is, the less likely it is to generate or respond to the exact phasing and duration of reverse burst that works seamlessly with the radios in a system. 73, Eric Lemmon WB6FLY Yahoo!
