The tool that seems to work in our area is the dual-trace service monitor, like a motorola 2600 or hp 8921 - even with this you will need users to operate the repeater so that you can see the voices on the display and then tweak your decade capacitor and resistor boxes until they are as close to the same as you can get. This might become a time boggling thing, but worth it depending on your desire to sit in high places and keep your shoelaces away from elevator cables - be prepared to solder over pc traces, under pc boards, balance controller boards with cables hanging everywhere while stepping over extension cords to reach into the spare parts bag that just overturned into a puddle of gooey stuff that camaflouged the color bands making this part of the project something that should be done on the bench in the comfort of good light and soft chair padding.
