You can try the phone company. I have had great success getting 1200' spools of 5 pair cable. I tell them I am putting in a new home and need some wire to bury with the electric cable. The only problem is you will need to do this several times and do some splicing to get to your 3500'.
You might ask how much it is to buy a piece 3500' long. you may just be surprised at the price. (good or bad!)
