In the GMRS  mobiles are allowed 50 watts. I have never heard of a 35 
watt limit for anything. Portables are also allowed 50 watts if you want 
to setup a backpack with an amplifer and battery.

Bussiness use of GMRS is NOT illegal as long as each person is licensed.

Not sure where you are going here, but casual conversations are legal on 
both bands.
