One time, I had almost this exact problem:
I took a Micor Station Control Shelf extender card, mounted the
9.6 VDC regulator circuitry parts from an old Micor mobile Control
(Interconnect) Board and plugged the card into Position 12.
I wired the 9.6 VDC regulator circuitry to the Extender Board pins
to match the expected needs:
1 Ground.
10 9.6 VDC
12 A+: 13.6 VDC
It was cheap, I had all the parts and assembly took an hour or so.

The meter you are referring to in *not* an 'S' Meter ... but a IF
stage limiter reading. It is *supposed* to read off the zero pin.
If it didn't, I'd suggest your receiver has a problem.
I believe I know what you are attempting to do. There is another
way to get that done - the existing meter isn't the way to do it.
