Why not call it what it is FM and PM ?  I know all about the way they are
generated and what the results are.  While I don't want to get into this ,
it is similar to if a single pure sine wave is fed into a SSB transmitter.
The origional generator is SSB  but the results comming over the air is CW.
In some portions of the ham bands ssb is not legal but CW is but the FCC
seems to be only interisted in what comes out the antenna and not what is
done to get it there.
While the results of FM or PM   can be received as FM if voice is used there
are a few things that FM will do beter..  PM just does not work very well
with very low frequencies for one thing.
