To clarify, you're saying that the above exciters are PM for voice
regardless, and only the DPL signal is FM'ed. Am I correct in that
clarification?

I think some Micor exciters use PM for voice even though they are
FM-capable. IOW: they use both.

That's what I was getting at.  While there were FM exciters later on in life, the earlier (more common) ones used PM for the voice regardless.
Now, since we have access to the FM modulator if a KXN1028B element is used, I wonder if it would be practical for voice modulation?  If so, his problem is likely solved.
