Occasionally I have people tell me something like "you should do this or that to your repeater, then a lot more people would be using your repeater".
I have had my repeaters be quite busy at times, and hardly used at times. My personal preference is for it to be closer to the "hardly used". My repeater systems are designed with emergency services in mind, & I don't like listening to CONSTANT chatter coming across my repeaters. I usually list my repeaters as "closed" repeaters to help detour the rag-chewers, but I *rarely* enforce the "closed" status. In contrast, I have a repeater in Iowa that is listed as open & is the only repeater in the area with a emergency alert receiver tied into it. The repeater controller does several attention getting things when an alert starts, and the courtesy beep is a "W" in morse until the alert goes away. Despite all these things on the Iowa repeater, because I only spend most of my time out of state from Iowa, some people get the idea that it is a closed repeater.
